NCDC Funded Projects:- Cooperative department has arranged ways and means advances from NCDC, New Delhi for implementation of Poultry Development Scheme and Integrated Developments Projects (ICDP’s) the objective of these projects is to develop and strengthen Cooperatives to enable to them to serve their members, besides enhancing their income, while contributing to improvement of their lively hoods and growth of the economy as a whole.

  1. Integrated Cooperative Development Projects (ICDP).

ICDP Anantnag & Kathua.

Integrated Cooperative Development Projects for Districts Anantnag and Kathua were sanctioned by NCDC vide No.NCDC:3-10(3)/2003-ICDP-(213) dated 10-03-2004 and NCDC:3-10(4)/2003-ICDP(214&215) dated 10-03-2004 involving project cost of Rs.1936.66 lac for ICDP Anantnag and Rs.887.88 lac for ICDP Kathua) with Rs.1635.30 as loan component and Rs.301.10 lac as subsidy were implemented in the two Districts of J&K. NCDC has released an amount Rs 893.06 lac for these two projects and same was released in favour of RCS for implementation of the projects. ICD Projects for these two districts were completed on 31-03-2015 and Project Completion Report stands submitted to NCDC for formal closure and finalization of accounts.

  1. Poultry Development Scheme.

The U.T Govt. has adopted a central Sector Scheme namely “Development of Commercial Poultry” in the U.T with the support of NCDC vide Cabinet decision No.85/7 dated 30-05-2005. The main objectives of the scheme are (1) to promote the economy of the U.T by attaining self sufficiency n Poultry requirement through Cooperative Sector (2) generation of employment opportunity (3) to improve the nutritional standards of the people by providing Poultry of Standard quality and (4) to augment the role of the cooperative Sector in economic development of the U.T.

Development of Poultry Projects Phase 1st.

The state Govt. has received advance of Rs.652.57 lacs (loan of 482.03 lacs and Rs.170.54 as subsidy) from NCDC during the year 2005 for further release in favour of 35 Poultry units sanctioned in Phase 1st. out of 35 sanctioned Poultry projects 21 projects have been completed and rearing poultry birds about 1.35 lac er cycle, 6 projects are partially funded and 8 projects have been de-sanctioned. The total project cost of 27 projects is Rs.682.25 lac including 5% owner’s contribution. An amount f Rs.578.19 lac stand released in favour concerned Poultry Societies.

Development of Poultry Projects Phase IInd.

During the year 2010-11 NCDC has sanctioned, 48 Poultry Projects as a block Coast of Rs. 1929.16 lac with rearing capacity of 2.40 lac poultry birds per cycle. Out of 48 poultry Projects under phase 2nd , 05 poultry projects are de-sanctioned by NCDC against which 04 new poultry projects are sanctioned. NCDC has released an amount of Rs.996.73  Lac for these projects and same has been further released to RCS J&K for implementation of the Poultry Project. So far, legal documentation of 30 Societies has been completed, out of which 18 projects are fully funded and 12 projects are partially funded. Fully funded projects have started the rearing of birds @ 5000 per cycle.

NEW PROJECTS.

ICDP Baramulla & Doda.

During 2014-15 NCDC sanctioned two new projects in erstwhile Doda and Baramulla District’s of J&K vide No.NCDC:3-10(5)/2006-ICDP/90/SA40049 and NCDC:3-10(6)/2006-ICDP/91SA40050 dated 30-07-2014. The sanction of these projects is Rs. 1636.78 lac. Necessary formalities are being completed for launching of these newly sanctioned ICD Projects in the districts. Similarly, sanction for preparation of DPR’s was accorded by NCDC for two more new Projects for Leh and Kargil districts for which DPRs were being formulated then after the formulation of UT of Ladakh, as per the government directions both the DPRs were forwarded to ladakh  administration.

Rashtriya Krishi Vikas Yojana (RKVY).

The Rashtriya Krishi Vikas Yojana was a 100% Centrally Sponsored Scheme initially but from the year 2015-16 the sharing pattern of the scheme is changed to 90:10 basis between Centre and U.T. The Nodal Agency for implementation of the scheme in J&K is “Agriculture Production Department”. The Cooperative Sector is also a constituent under the scheme.

Projects Completed Under RKVY.

During 2009-10, an amount of Rs. 55.00 lacs was disbursed to 62 Cooperative Societies working capital under the scheme “Management Support for Agriculture Input”. The main objective of the scheme was to enhance the capacity of the Cooperative Societies to rendered agriculture related services to the farming community.

During the financial year (2010-11), the project 1000 MTS fertilizer godown at Sopore Baramulla was started with an estimated cost Rs.121.08 lacs and amount of Rs.117.70 lacs has been incurred. The project has been completed in March 2012.

During the financial year (2010-11), the project 1000 MTS fertilizer godown at Chakar Assar in District Doda was started with an estimated cost Rs. 114.30 lacs and amount of Rs.107.90 lacs has been incurred. The project was completed in March 2012.

These godowns are used for creating a buffer stock of fertilizers for ensuring the access to the farmers for purchase of fertilizers easily at the time of need and scarcity.

Rashtriya Krishi Vikas Yojana (RKVY).

During the year 2012-13, two works under the scheme namely construction of 1000 MT capacity fertilizer godowns at Sunderbani (Rajouri) at an estimated cost of Rs.126.00 lac and construction of Kissan Ghar at Wahipora, Tangmarg at an estimated cost of Rs.110.18 lac were taken up against which the expenditure incurred was Rs.121.27 lac up to 31 march 2017, (comprising of Rs.72.74 lacs for Kissan Ghar Wahipora Tangmarg Baramulla and Rs.48.53 lac for fertilizer Godown for Sunderbani Rajouri).

Dairy Development Scheme under Cooperative Department

Cooperative department pursued vigorously for adoption of Dairy Development scheme for Cooperative, on the analogy of Poultry, as poultry development scheme is funded by NCDC. During 2020 on 18th March Administrative Council approved the same.
